Offshore Wind Projects in the Philippines
The Philippines is making significant strides in offshore wind energy development, with the Department of Energy (DoE) awarding Certificates of Confirmation of Commerciality to three projects totaling 1.65 GW of capacity. Developed by a consortium of Triconti Windkraft Group, Sea Wind Holdings, and Stream Invest Holding, these projects include the 450 MW Frontera Bay project and the 1.2 GW Guimaras Strait Project, divided into two 600 MW phases. Marking a milestone in the country’s green energy efforts, these projects will participate in the first offshore wind auction, scheduled for 2025, and will use fixed-bottom technology. The Philippines had no offshore wind capacity as of 2023 but aims to reach 6 GW from offshore wind as part of its goal to increase renewable energy to 35% of the power mix by 2030 and 50% by 2040.
In another development, Philippine renewable energy holding company Alternergy Holdings Corporation acquired Shell's 40% stake in the Tablas Strait Offshore Wind Power Corporation, securing full ownership of three offshore wind projects with a potential capacity of at least 1 GW. The projects are supported by the Batangas-Mindoro Interconnection Project (BMIP), expected to be operational by 2027, which will transport power from Mindoro to the main grid. Alternergy has commended the DoE’s initiatives to streamline environmental compliance and enhance port infrastructure through collaboration with the Department of Environment and Natural Resources and the Philippine Ports Authority, signaling strong momentum in renewable energy. As the Philippines targets 15.3 GW of clean energy by 2030, these offshore wind projects will not only bolster energy independence but also create an estimated 2,700 jobs.
