On August 6, President Ferdinand Marcos Jr. convened the fourth Legislative-Executive Development Advisory Council (LEDAC) meeting, where the administration formally adopted a 33-measure Common Legislative Agenda (CLA). Of these, 24 priority measures are targeted for enactment by June 2027. The meeting, the first under Senate President Sherwin Gatchalian and House Speaker Bojie Dy, aligned the legislative agenda with the priorities outlined in President Marcos' July 27 State of the Nation Address (SONA), particularly efforts to reduce the cost of living, improve government services and public trust, expand economic opportunities, and strengthen the country's long-term growth and resilience.
The CLA covers a broad range of reforms in taxation, energy, education, and governance, among others. In the energy sector, priority measures include amendments to the Electric Power Industry Reform Act (EPIRA) aimed at strengthening the Energy Regulatory Commission, as well as the Sariling Kuryente Act, which seeks to accelerate the adoption of rooftop solar systems and battery storage for households. On taxation, the agenda includes the Promoting Growth, Revenue, and Equity Towards Socio-Economic Sustainability (ProGRESS) bill. Governance-related priorities include the Anti-Political Dynasty Act, Party-List System Reform Act, and Freedom of Information Act. The proposed National AI Development Plan was also identified as an emerging legislative priority outside the core 24-measure package. The full list of bills can be found here.
