Government Identifies Priority Bills for Passage by 2025
The Legislative-Executive Development Advisory Council (LEDAC), an advisory body chaired by President Marcos that sets Government’s legislative priorities, has agreed to prioritize the passage of 28 bills by June 2025. Of the 28 bills, 18 were identified as top priority, with 8 in advanced stages and 10 as second priority. The following are among the economic measures on the priority list:
Excise Tax on Single-Use Plastics
CREATE MORE Act
Amendments to the Foreign Investors’ Long-Term Lease Act
Amendments to the Government Procurement Act
VAT on Digital Services
E-Government Act / E-Governance Act
The prioritization of these bills can result in their faster enactment with potential implications for the domestic business environment. Both the Upper and Lower Houses of Congress showed confidence in their ability to implement and finalize the government’s legislative agenda within the set timeframe, citing the need to address critical areas the will enhance the country’s economic framework. Currently, the Senate is focusing on six LEDAC priorities, while the House has already passed several measures and awaits action on the remaining ones. President Marcos is scheduled to deliver his third State of the Nation Address on July 22, where he is expected to suggest specific legislative actions as well as outline the development agenda for the upcoming year.
