U.S. Government Combines Sanctions and Engagement in Addressing Cambodia’s Scam Networks
On April 23, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated Kok An, a Cambodian senator and businessman, for controlling scam compounds across the country, along with 28 individuals and entities in his network. These include Rithy Raksmei, one of Kok An’s close associates, as well as Aik Paung and Sai Aung Linn, who are linked to Rithy’s business operations. OFAC also designated Luo Hong, who owns a casino and scam compound connected to this network. USABC has compiled the designated individuals, their affiliated companies, and primary business activities in the table below.

Separately, Dr. Chea Serey, Governor of the National Bank of Cambodia, received a courtesy visit from a U.S. Department of the Treasury delegation led by Maida Furnia, Director of the Office of Terrorist Financing and Financial Crimes (TFFC) for the Asia-Pacific Region, in Phnom Penh on April 30. The meeting also included representatives from the U.S. Embassy in Cambodia and the Federal Bureau of Investigation, reflecting broader interagency engagement. During the meeting, both sides committed to strengthening cooperation on information sharing to combat transnational financial crime and enhance the integrity of Cambodia's financial system.
On the same day, the U.S. delegation also met Sou Socheat, Delegate of the Royal Government in charge as Director-General of the Securities and Exchange Regulator of Cambodia (SERC), and Sok Sokunchivy, Deputy Director-General of SERC. According to a SERC announcement, the meeting focused on updates regarding the Cambodian Government's efforts to combat online scam operations. Together, these actions reflect the U.S. government’s dual-track approach of combining enforcement measures with continued engagement to address financial crime risks in Cambodia.
