Cambodia Blocks Discord and Patreon in Broader Digital Crackdown
Sieng Sithy, a spokesperson from the Ministry of Post and Communications, confirmed on June 17 that the Telecommunications Regulator of Cambodia (TRC) has blocked the online chat platform Discord and membership platform Patreon as part of a crackdown on online gambling and illegal activities. At least 31 domains have been blocked, including a backup domain used by Discord and another linked to the cryptocurrency exchange Binance.
The move follows complaints from users who lost money through what authorities described as the illegal trade of goods and the provision of unauthorized services. According to evidence gathered during recent raids on scam compounds operated by fraud syndicates, both platforms were allegedly linked to illicit activities; the remaining domains were associated with online gambling, which is illegal in Cambodia. Furthermore, given the large-scale use of cryptocurrency by scam syndicates and the domains' alleged association with Binance—which is banned in Cambodia—authorities moved quickly to block the interfaces to prevent users from accessing the crypto-ecosystem.
However, backlash quickly followed the decision, with users questioning why globally popular platforms such as Discord and Patreon had been swept into the ban. Given the platforms’ range of uses—including video game chatting, content creation, and marketplace facilitation—many have raised concerns that such bans would segway into restrictive digital freedoms and freedom of expression.
As Cambodian officials continue to call for stronger digital compliance and safeguarding internally and internationally, new regulations on online communications and cybersecurity are expected to follow. As such, companies operating in the telecommunications, social media, and broader digital services sectors should strengthen their compliance and risk management policies in anticipation for stricter regulations, especially with Cambodia’s continued crackdowns on scam operations.
